SOCIAL DIAGNOSIS ON DISABILITIES IN THE SANTA ISABEL CANTON

Abstract

This article analyzes the situation of people with disabilities in the Santa Isabel canton, Azuay province, from a social and human rights perspective. The study is based on the recognition of disability as a multidimensional phenomenon that transcends the medical field and is framed within the structural, cultural, and economic barriers that limit inclusion and equity. Using a descriptive and mixed methodology, information from institutional records, surveys, and interviews with local stakeholders was systematized. The results show that 4.8% of the population has some type of disability, predominantly physical and intellectual. Significant gaps in access to education, employment, and health and rehabilitation services were identified, as well as low social and community participation. Rural conditions and limited state presence exacerbate inequalities, reproducing welfare models and exclusionary practices. The analysis concludes that the inclusion of people with disabilities in Santa Isabel requires sustainable local policies, inter-institutional coordination, and a cultural shift that recognizes their role as rights holders. It proposes strengthening teacher training, promoting universal accessibility, and consolidating community networks that promote well-being and full participation in social life
