SOCIAL AND CITIZEN RIGHTS IN ECUADOR: CHALLENGES FOR SOCIAL TRANSFORMATION AMID INSTITUTIONAL CRISIS

This article analyzes the guarantee of social and citizen rights in Ecuador, identifying how the institutional crisis, the reduction of the State, and recent political tensions affect their implementation and transformative potential. Based on recent literature (2020–2025), published mostly in journals indexed in Scopus and WoS, three axes are examined: the constitutionalization of rights and their practical application, the impact of institutional weakness and the reduction of the State, and the challenges for social transformation from legal, political, and social perspectives. The findings show that, despite a robust and progressive regulatory framework, the effectiveness of rights depends on strong and independent institutions, citizen participation, and coherent policies. It concludes that strengthening institutions, guaranteeing judicial independence, and ensuring consistent public policies are essential for social and citizen rights to fulfill their transformative role that promotes sustained social change in Ecuador
